Ask this question, "If the Japanese had developed the atomic bomb and dropped it on USA to shorten the war and save lives; would that have been a war crime?"

If your answer is Yes, then the USA atomic attack was also a war crime.
Oveer 200,000 civilians were killed in the attack or in the aftermath.

But, of course, the Japanese lost the war and therefore they are easy to blame; "...they deserved it, didn't they?"
The winners have always refused to accept responsibility for crimes committed during wartime.

So yes; it was a war crime.

Question: What system of conscription did congress create and what was it called?
