Bad spring, sticky pad, or binding mechanism. Not to be fixed by amateurs. And the cheaper the piccolo, and older, and if it is all metal or even part metal body (like with resin head) the more likely it is a perennial stinker / as you are finding out. If you can find $700 for a new waterproof Guo New Voice, get one. You cannot kill them unless you jump on it, so will save a ton in repair costs and aggravation. Then sell it when you no longer do band.
