Wanting a better camera- What kind? Help please?

I love photography, and taking pictures but there's one problem: my current camera.I usually use my phone or take pictures and stuff, and haven't picked up my camera in about 4 months. The pictures are always blurry and are just horrible. I hate it, and want to upgrade. I have 3 problems: what kind, price and where i can find it. I cant afford anything over $20, but if you have a recommendation, please let me know. Thanks

Question: How do I clean my camera lens?

On many of my photos (especially when there is sky in the top of the frame), there is a smudge near the top of the picture. I know it isn't any particular lens, as this occurs no matter which I'm using. What, inside the camera, do I need to clean to get rid of that spot? I can't figure out where it's hiding..

I have a Canon Rebel T4i DSLR

Question: Did any of you here ever invent (create -maybe art?) anything?

I always invent things and share them because they are so difficult to make, it would be impossible for me to do it my self.

Like, imagine a self sustaining, submerseble. Like you could paddle out in a canoe. Or kyak. Then if things got crazy you could pull over a roof and go submersive without any kind of engine. Just to survive crazy waves ya know, like in the perfect storm. Imagine if you could just jump into one of those instead of a life boat. Get below the surface and avoid the slamming of waves.

Not like it would be easy to make but seriously, that would be awesome. You could kyak between countries and be safe.

Here is a link to a tutorial of how to use Lightroom 5 to retouch and enhance landscape photos. It is the first in a series of 37 parts.

It may be worth spending $10 a month for both Photoshop CC and Lightroom 5 to enjoy the maximum options when it comes to retouching and enhancing your images.

Question: I want to find the year of the photo by the code on the back of photo?

Probably not.

Those codes are used for quality control and usually have nothing in them that relate to a date

There is also the issue of when the negative was first exposed until it was developed and later printed could span years.
