Question: Are Tom Clancy books recommended for new readers?

Yes, they are very good.

Start with some that have been made into films / movies, they have the better known stories - eg. The Hunt for Red October, Patriot Games, Clear and Present Danger.

Question: New books to read?!?

I'm rereading the Lynburn Legacy books by Sara Rees Brennan right now and I realized that Modern Fantasy is probably my favorite genre (if that is a genre)

I'm looking for books preferably young adult that have fantasy elements set in a modern world.

Books I've read of this type are
The Raven Cycle
The Curse Workers
The Darkest Minds (kinda fits)
Mara Dyer trilogy

I'm looking for something that's not high fantasy because there's so much world building to read and it just tends to drag on me, I just need a break from it, epic stories get old.

I'm really wanting something similar to the Lynburn Legacy, something light hearted and funny and mysterious. Something fast paced.

Question: Is it allowed to use snapshot of a video in book publishing?

Actually, it all depends of if the book you are publishing is being officially published and if the owner of the video has copyright. Before you add the snapshot, I would advise getting in contact with the video's owner and inquiring about it.

Question: Can someone please just give me one non fiction idea!?

A girl going through high school. It can be both a drama and a horror story at the same time. If its only a short story just make it good by adding drama that the average teenage girl would go through over the course of a week or a month. You could make it first person and only include the thoughts/feelings of the character (which would be more realistic when its about a girl going through high school drama and stuff), or you could do 3rd person and include the thoughts/feelings other characters as well. You write about how the girl thinks she has finally found the person she wants to spend the rest of her life. Write about how she thinks people are constantly putting her lover down by saying how they won't last and how the her lover cannot be trusted and stuff. Through her lover, she is convinced to ignore these opinions and she does ignore the warnings. Well rumors start about the two of them, then about him and someone else. Then the last bit can be her at a party and how she sees her lover and someone else making out and she realizes all the rumors were and the warnings were right. She then drinks her sadness away and realizes she doesn't really like girls, she just liked the attention she got from her ex-girlfriend. Its got a twist at the end (the fact thats she was dating another girl when it was probably assumed she was dating a guy the whole time), which is sure to get you some points with your english teacher, and it also has drama and stuff. You could even make it a journal instead of a novel, kind of like Perks of Being a Wallflower how there are no chapters, each event is recorded in his journal along with his thoughts/feelings about what happened recently.
