how to add color to my pen tool shape?

The pen tool is showing up as a plus sign... not a pen. And the options of adding fill and stroke colors isn't showing up on top

I already use Manga Studio 4 debut since what I draw mostly is manga, but I want good effect tools and layers such as those used in this picture on deviantart.

I really want effects, I don't really care about the overall function, I'm going to do the illustration in another program, I just look for a program with good effects to use once the coloring process is done in another program.
